北高加索地区，恐怖分子头领巴兹加耶夫命令他的军队去筹集资金，以购买可以替代的对空攻击系统；莫斯科，拉维尔将军联合叶戈尔少校设立了一个特别行动组，目的是追踪巴兹加耶夫的藏匿地点并铲除他。就在拉维尔一行前往北高加索的同时，巴兹加耶夫在格鲁吉亚追踪到了一批老式导弹并命令手下伊沙运送出境。在追踪到钱款流向后，行动组员拷问巴兹加耶夫的保镖，得知了他的位置，代号为“清算计划”的行动即将启动，谋划数次恐怖袭击的巴兹加耶夫将为自己的行为付出代价。
