自從阿樂（任達華飾）當上和聯(lián)勝辦事人后，總算有一個過度性的安寧局面。然而，兩年一度的辦事人選舉又一次即將來臨。
現任辦事人阿樂希望說服一眾元老和鄧伯。而人馬眾多的Jimmy仔（古天樂飾）為被看好的新辦事人人選，但他卻只想著生意。一次 交易，Jimmy在國內被捕，對方告誡他不可從事生意活動，除非身為辦事人。為了大計，Jimmy終與阿樂反目，爭當辦事人。
另一邊，阿樂為了鏟除障礙，說服東莞仔（林家棟飾）與其聯(lián)手，綁架Jimmy幕后老板以迫其放棄。一場腥風血雨的沖突拉開序幕，最后他們的恩怨如何解決？是否真能以和為貴？
